Not coming to assembly because of the reason time that's not fair

The entity holding 164 seats needs 164 minutes, and the entity with 11 seats should get 11 minutes—that's fair. However, demanding the time of the 164-seat entity for just 11 people doesn’t seem fair. Instead of using the excuse of having less time, they should come and speak in the assembly. The public voted for them to raise their voices on issues and to stay grounded, not to remain in another capital. Note: the time analysis part is for basic understanding
