I have noticed enabling DNS over TLS lets me access blocked websites

Turning on encryted DNS (DNS over HTTPS/TLS in windows/linux respectively) allows me to access blocked websites. Is this explicitly disallowed or fare game ? I haven't been able to do it on android without disabling DHCP for IP too which for some reason breaks connectivity. To reproduce: On Windows: Settings > Network > Wifi/ethernet > hardware properties > DNS server > choose [1.1.1.1/8.8.8.8](http://1.1.1.1/8.8.8.8) with DNS over HTTPS enabled Valorant still doesn't work tho, any explanations ?
