Resources to cold mail

I am a sophomore with decent skills in OOPS and Python, have even completed a project under prof as well and am aiming to target people at good foreign institutions to get myself some project this semester, can anyone help me how my mail should look like? should i attach my CV? or should i write up a cover letter?
