PhD admission criteria

Is the PhD criteria mentioned on the site strictly followed or the authority can provide any exception? I have a friend who wants to do PhD but he neither has a masters degree nor does he have above 75 percent in bachelor's. What he has is over 12 years of industry experience and a post graduate diploma (1 year duration; completely online). There is no clarity whether this PG Diploma would be accepted as the pre-req in place of M. Tech. If anyone has any clue about this please help
