Urban area. I tried to find the urban extent of vizag excluding it's hills. Bheemli is not included in vizag-2, which covers an area of 37km² encompassing the areas of Yendada, Rushikonda and Madhurwada. I included the areas of Angampudi and Pendurthi in Vizag-1 although they're somewhat quite far from the 'core' city of Vizag. Vizag-1 encompasses an area of about 237km².
