    Is starting a business in Kerala really that difficult?

    My parents have bought a lovely land in Prakullam and we've been thinking if in some way we can maybe start a shack/ build a house and put it on Airbnb. But just to set up a 3 feet wall boundary we had to pay bribes to the local municipality and it costed us a bomb! Is there no easier way? We stay in Delhi and parents had planned to shift back to Kerala and run some business there (ourselves or with a partner). Would love your thoughts here...
