Is vishakapatnam short dress friendly doub

I going to live in vishakapatnam as a resident. I want to know all the cultural norms of there. Like can I roam freely... In shorts or sleeveless dresses.. or not... And what about the Hindi speaking population of that place or is it just populated by Telugu people?
