What factors/reasons do you think UKD(Uttarakhand Kranti dal) failed to rule Uttarakhand?

Uttarakhand Kranti dal a political party which participated in the separation and Making of Uttarakhand on 9 Nov 2000. It played a crucial role in the movement. It's a local/regional Party of Uttarakhand, Focusing on Uttrakhand region problems. Still having a significant role in the uttarakhand movement and Having a regional problem solving focus it is not able to Win any elections. Can you guys tell me why It is so?
