Suggestion in choosing a venue for a marriage in Salem

We are planning a reception and marriage for one of our family member near namakkal. We choose Salem as it is just 1 hour from Namakkal. Please provide your inputs on which will be better option for 400 people - party hall, marraige hall(mandapam), hotel. What will be the cost of conductiong the marriage in the above 3 venues? Cuz I have no idea where to start. Does the decorations and food will also come with the venue? TIA
