My perspective for learning Hindior any language, if you're using what ever language and it helps for your growth (money/hobby/passion) then go and learn the language. I believe the main reason for the imposition is purely political. Central party (BJP) thinks they couldn't able to get majority seats in south because of lack of communication. And we all know they tried political gathering with translator/mediator during election and things went real bad.
