SURAT CITY HELMET RULE

Guys anyone who is thinking now we have to always wear helmet's on the ROAD , i am not sure it is true or not , cause in every feb or jan every year they do this , They just have to full their Target , i have seen the same thing sevral times , it was PUC back then , there are no pressure for whole year you just have to give Hafta on feb and march ending . this cycle repeats every year , and i was genuinly thinking My Goverment cares about civil sense
