Should I invest if market is this low?

At present, i have a monthly RD in bank for around 2 lacs pm. Long practise in my family. I have to invest in Mf but had my skepticsm. I have a basic knowledge of Market, yet i am here. I want to know if starting an sip when the market is down, will help my folio. ✌️
