Referral vs Affiliate Programs - What would be the best approach?

Hi, As i am currently building my product and will be launching very soon. To get incremental push i want to incentivize the early users and it also should be win-win situation for both. But i am very confused between referral and affiliate programs. Which is best in terms of process and also have good scalability.
