Need alittle Guidance! i will not promote

Hey, I think I have a really good idea but it involves a government entity. I looked up on google to find how to reach out to them if someone had a proposal, to discuss what could be the potential policy violation if i pursue this idea. But there is this thought in my head that 1.if i reach out to them and propose my idea they could claim my idea and i get nothing 2. a solution to that problem a could make that application and simple sell it to them. economically I don't think they'll have any problem with the idea on the contrary this is a way to gain money. so why haven't they implemented it. which is why I think that there must be some policy that restricts them from implementing it. please share your thoughts on this. I'm happy to hear your suggestions. Thanks!! I will not promote Gambling! lol this is such a stupid rule
