Did you choose a mobile app or a website?

Just like the title implies, I'd love to hear your experience on whether you chose to develop an App first or a website and why? For me I chose a website because I was teaching myself software development and the project I decided to do ended up blossoming into a project some friends decided was worth pursuing. Honestly, if I could start over again, I probably would have went down the app route only because we are living in more cell phone centric world so I would think that most people would interact with my site via phone. However with the site half done, I thought I would just continue to go down that route and make it mobile responsive.
