What is the weed scene in Sikkim?

I'll be travelling to sikkim in Feb last week. I want to know about the weed scene in Sikkim, like how and where can I get some good quality stuff, is it okay to smoke in the open, etc. I've heard some people going nuts over the quality from sikkim but i don't know. So fellow stoners from sikkim or people who've been to sikkim please enlighten me.
