Help Please : 1 Member Doesn't Have Voter/DL/Passport

Hello We are a group of 6 cousins going to zuluk, siligao in sikkim. One of us has just turned 18 and yet to apply for voter card. She only has Aadhar, ration card, birth certificate (No DL, passport) Will there be any issues? What can be done to avoid any problems. The rest of us have all voter cards.
