Hiring a VA or contractor

Hey there, I have an SEO agency in the cannabis space with a growing client base. I am the only person on the team but am in desperate need of real help. What's the best route for finding someone who can work on various website platforms and also work on SEO tasks without an incredibly detailed list of what to do? I've tried Upwork with one person but it didn't work out. What are your suggestions for finding real help? Thanks everyone!
