Do you think Ranchi should have Software industries and modern infrastructure?

Hi all, I think because of good weather in bangalore Pune hyderabad, IT industry flourish. Apart from that they have better be Bureaucracy and capatalism. Do you think Ranchi should have IT industry and modern infrastructure too?
