Parking Collection

What are the regulations for parking collection, I have seen people charging and handing over tickets in the name of RMC where there is a space for tahsildar Is it fake or is it the actual RMC collecting them? I also checked out an article which said the fee is free for initial 10 minutes and 5 rupee for 2 wheelers upto 3 hours
