2nd hand wheeler doubt

Someone dm me & asked to share & ask the way forward. Please share your insights good citizens Doubts on buying second hand scooter: I had bought a 2nd hand wheeler (Suzuki Burgman street) in December 2024. The dealer who sold it to me said that he will help transfer its ownership after new year. No progress was made till now, and now he gave it to an RTO agent. The RTO agent is demanding Rs 3500 to get it done. Is this a fair charge? Secondly, shouldn't the buyer and seller share the fees charged by RTO? Or is it usual for buyer to bear all the charges?
