Setting up Tech Office in Pune - will MNS or SS cause standover problems

I am looking to set up an Tech office in Pune (up to 100 or so developers). Pune ticks all the boxes but I have been warned that MNS can cause a lot of problems to the point where I will need to start paying protection money to keep operating. Looking for advice from companies / people in Pune about their experiences.
