Police verification for passport

Hello, I need to apply for a new passport but I don’t have my birth certificate as proof of birth. I’ve heard that people born after 1995 are required to provide a birth certificate during police verification. I have used to provide my 10th marksheet as a proof of birth until now. I have all the other required documents except for this. If anyone has applied recently or has knowledge about this process, could you please confirm whether I can proceed without a birth certificate? Any guidance would be appreciated. Thank you in advance.
