Khul-e-aam

The other day in Hinjewadi, I saw PCR with 4 officers stop near a waste picker's shop and the guy from inside the shop promptly walked up the car and handed over a Rs. 100 note to the officer inside. The car moved on and stopped at the next location. What possibly could that be about? I wish I was able to pull out my mobile phone camera as fast as it all happened.
