Job Scam - Can the money be recovered?

A friend of mine was approached via WhatsApp for a work-from-home opportunity in the Tech field. The company claimed to be based in Pimpri, and has the EXACT same name as an oil-and-gas company based in the US, which had her fooled initially. The HR didn't provide any clear details about the JD, job profile, even the pay was ambiguous (25k-75k). After calling and convincing my friend for several days, she finally gave in and went for the interview, where she was told to pay 3.5k for 'training' before being placed. She agreed, signed their (shady and badly worded, with inconsistencies about refundable amounts) document, and paid 1000 via UPI, saying she'd say pay the remaining amount later. She called me and we concluded that she'd been scammed. What can be done now to recover her money? Is it even possible? We've saved the UPI transaction details, all the WhatsApp chats with the 'company', the document she signed, etc. Any leads will be appreciated. Thanks.
