Guy with a ton of Gold in Phoenix Mall

What's up with the guy that's wearing a ton of Gold in his neck, hands? Has anyone seen him? I've seen him almost all times I visited Phoenix mall. He sits near the H&M store in the Movenpick eatery area. He keeps clicking his selfies and is always on his phone. He wears 2 rings on each of his finger, has a lot of big gold chains in his neck and a bunch of gold bracelets.
