Startup/ business opportunities in Odisha

We have some of the best engineering institute,but our engineers are going to Hyderabad Bangalore. Why ? Because we don't have any ecosystem, infrastructure. There is no major tech city in eastern India. Kolkata is shit for doing business. Why Odisha government isn't developing bhubaneswar to be a tech city ? We have access to Ocean one more opportunity, but we are sleeping.
