Mizoram's HIV epidemic, what's fueling the crisis?

I recently found out Mizoram has India’s highest HIV prevalence (2.73%). I’m particularly curious about the geographical, cultural, and economic factors that might be playing a role in this crisis. How much does the drug trade from Myanmar contribute? Is HIV openly discussed, or is there stigma? What's the public discourse? Are govt programs effective? What’s the stance of legislators?
