Are there Tibetan refugees in Northeast India?

Last time I saw a female YouTuber on YouTube, she mainly posted her life vlogs, I thought she was a native, but when I checked her IG account, she posted content about Tibetan Buddhism and the Dalai Lama, I realized that she might be a Tibetan refugee… She lives in a village called Gelling, which is very close to the McMahon Line; I asked her on YouTube, "Are you Tibetan?" She didn't answer me, does she look Tibetan? Or is she Monpa? (For privacy reasons, I will not post her account name, but I am wondering why they live in Northeast India but hide their actual Tibetan identity?)
