Owner not returning security deposit - NEED ADVICE

It's been over 5 months since I vacated a place in Sector 21. For a while, whenever I asked the owner to return my security deposit, he would delay by saying that there were no occupants and that he had no money. Starting this month, he has said that he lost ownership of all the properties and doesn’t have a single penny. I have threatened him with police action, but it hasn’t made much of a difference. I have most of our chats where he promised to pay the amount, and I also have photos of his Aadhar card somehow. I never had to approach the police before and I have not been in this city for long, so I don’t have very close friends or acquaintances. What should I do?
