Need to get a drivers license made for my sister.

she's given the test at the new RTO in dadri but didn't pass because they did not have proper procedures. the lights and all also don't work properly. literally this new rto is set up to take bribes and nothing else and the thought of driving back 30 kms is insane. does anyone know how i can get her license made if you know what i mean
