Need help myth busting

Hey guys. My friend from Noida thinks she knows everything about dogs. And she thinks that a stray dog with a snipped ear in noida are dogs that are ONLY VACCINATED. But I know for a fact having worked with NGOS in Karnataka that we only snip ears of stray dogs that are spayed/sterilised. And she says in noida things are different. Because I have a geographical disadvantage, animal lovers of Noida, please tell me if she’s right about this. If a stray dog in noida has a snipped ear, does it mean the dog is only vaccinated or does it mean it is sterilised? Thanks in advance ❤️
