BH series registration

Hi! I am in the process of purchasing a new Mahindra XUV 3XO in Noida. I am planning to go for BH series registration. When I asked for the document required for the same, dealer is asking for number of documents and that's fine, I can produce all of it. I have Form 60 with me as well. But, dealer is asking me to get an email sent to Noida RTO from my company HR stating that job is transferable and attached form 60 in the email. Problem is that my employer is not ready to send the email even after escalating it multiple times. I checked the RTO website and there is no mention of such email requirement. Can someone please guide me who has recently completed the BH registration in Noida and if this email from company HR is actually required or not?
