How do you get close to girls as a NEET?

In highschool I used to get close to girls all the time, involuntary basically, for example, they would put their hair back over the shoulders in the desk in front of me so I'd touch their hair, smell even lick it. Also in the busy hall I'd touch their body subtly, I could touch anywhere from the butt, arms, legs and boobs if lucky, never got caugh, never. Now I can only see them, I'd never touch women out there like that, I'm too scared, so I can only see them in the mall or streets and follow some hotties if they're in my way. What do you guys think?
