Looking to buy a second home in panvel

Hi folks, Im looking to buy a second home in panvel near the airport and wanted to check what is the water and power situation like out here? The builders assured us there are next to no power cuts and water is consistent but I wanted to check the ground reality with people who actually stay here. I had to use the washroom in one of the building's sales office and the water in the flush was downright filthy. The builder/salesman said that it's a temporary issue and generally the water is clean but it put a serious doubt in my head
