Where can I complain?

So there are lot of street dogs in the area where I live , they keep barking at night attacks random dogs and whenever someone is alone on road they chase them , bark at them and sometimes even bite them. Where can I complain? Will they take actions ? And exactly what actions will they take. And I think one of the dog have some kind of disease as you can see in 2nd image.
