What does Bhag Bhogatva Dakhla mean? Is It OC or something else?

I am planning to buy a flat. It's in the MMR region. I wanted to know if the building has OC so the seller gave me a copy of "Bhag Bhogatva Dakhla" saying this is OC. What does Bhag bhogatva dakhla mean and is it the building's OC as the seller is saying? The building is a co-operative society and is four years old.
