Stop riding on the sidewalks

This is becoming a common issue now that most roads are dug up, but for the love of god and your own life, is it really necessary to ride a motor vehicle on a sidewalk which caves in at any given time? Not to mention that these drivers have the audacity to yell at me to move out of their way on the side walk. The only solution is to just be stubborn and assert your ground. Does any one have any solutions or any way to at least ensure that a challan can be filed?
