Paid parking at Goregaon (east) station

Today I went at Goregaon station to park my scooter and outside ticket counter and saw rickshaws occupying the paid parking area along with some scooters parked. When I went there and asked for parking ticket guy he was nowhere to be seen. One of rickshawala said that this place is no more paid parking and people park here. That was a good parking spot . Already if I park somewhere near residential colony the towing guys give stupid excuse and tow away the vehicle without there any nonparking signs. Why parkinghas been stopped over there any reasons ?
