How to hold bmc accountable

In Kandivali all the roads are dug up and after they do somewhat patch the roads in the shittiest way possible, they leave such things behind. How to actually BMC accountable? As if there wasn’t enough trash on the roads. These pipes are kept all over the place. Such a menace. Someof these pipes are even on the main road. Tried complaining on twitter but to no avail. I think community groups from all places are needed to take responsibility of their own roads because the trash BMC is, we can never rely on them for good roads
