Advice needed: taxis and rickshaws parking outside building daily.

Our lane in Khar is a dead end, so it doesn’t see any passing traffic at all. Everyday, 70% of the street parking is occupied by taxis and a few rickshaws (increasing daily). Now there’s 2 issues here- one being ofcourse the residents need the parking, and two- Rickshaw drivers have started smoking/ drinking with their friends till late night inside their parked vehicles. These shady elements have made the vibe quite unsafe, especially for the women who live here. I personally remove these dudes every other day whenever I see them; but more keep coming. What’s the best way to tackle this once and for all and stop these taxis and rickshaws from parking in the lane?
