Why every house or flat here have a leakage problem?

spent my childhood in a government house in Mumbai that was full of leakages and mold. I always thought this was just an issue with old government buildings. But now, after moving into a rented place in a so-called "posh" society, I’m still dealing with severe leakage issues. I was considering buying my own place, but now I’m unsure—will it also have the same problem? I lived in Dubai for a year and never saw a single home with leakage issues. But here in Mumbai, almost every home I’ve seen, including my relatives' places in well-known societies, has some kind of leakage problem. Why is this such a common issue in Mumbai? Is it poor construction quality, the weather, or just bad maintenance? And most importantly, are there any builders in Mumbai or even Pune who actually deliver mold-free, non-leaky homes? What's your take on this or am i wrong?
