Why do the useless TCs work only few days a month?

Ticketless travelling is such a huge problem in the city. It results in over crowding of railways. And even endangers the lives of common people. Why do the TCs not do their basic duty EVERY DAY !! They just chill in their office all the time and get paid crazy amounts from tax payer money. But don’t do their job. Only some days you will see them randomly. If they stand at 10-12 points across the station every day and do their job, it will definitely reduce the ticketless travelling considerably! People that pay for tickets need to start complaining to railway authorities about these lazy TCs that don’t do their job every day. Imagine if you go to work and just chill in the office for 20 days and work only 5 days every month. You’d be fired. Then why do we let the govt employees get away with such laziness.
