Where can I get help for stray cat

There is very old cat in neighbourhood, she is approx 7+ year old A dog bit her back, skin is torn , she can walk and comes at my home and other place for food. ( Happened **Is there any govt based clinic that treats wound of animals.** Or can you suggest home remedies ( i sanitize it with haldi ) If wondering why I am not going to private clinic my friend told it's very costly and i can't afford it. There is rich man that feeds many stray cat i will try asking him too. Edit : Any suggestions where to log complaints about that dog? I don't have any proof ,like I heard from some kid about it , those dog ppl are denying it I am not good with writing essay so wrote in points.
