Question about reporting illegal people on foothpath.

I came across a post where someone asked how to anonymously report to BMC. And 1 comment had a site in it. I want to make a complaint about some homeless people living on a very wide footpath who have somehow manage to occupy the whole footpath making it bit unpleasant for pedestrians to reach the metro station. The road beside the footpath is a busy road which is also a free left hence constantly there are vehicles moving. The whole footpath stinks due to these people shitting openly. I would like to report them. Coming back to the form,I went through the form options of the "Complaint type" dropdown. but I didn't find any suitable option. So what would the correct complaint type for this ? Is it even possible to report this and have some action taken against them ?
