PAN card surrender

Really tired man, visited the department 3 times now every time they say the officer is not there. At this point I dont even know what to do, PAN was issued for my Dada by UTI and NSDL, he says at the time the CA he had, issued one under his name and the other as a proprietor ( he wasnt aware you didnt need 2 PAN cards for this) so now after all these years ( I was not even born when this happened) I cant seem to find a solution for this hence the post anyone knows a way around this or any agents any good CA or accounting firm that can get this sorted for a fee cause at this point I just feel frustrated.
