India Passport for Sr. Citizen without Birth certificate

Had applied for my mothers passport in Mumbai. We are stuck with Police verification at police station since she doesnt have a birth certificate. And her School leaving certificate doesnt mention place of birth. She was born in Karnataka and her education was in Karnataka but the school certificate doesnt mention place of birth. How did you get your parents passport. She has all other documents like Aadhar, Pan, Voter Id.
