I wierd Incident at Mumbai Central

So around 2 months ago I had gone to drop my grandma at Mumbai Central station in my Uncle's Car with him and my cousin and other uncle , as I had got my lisence recently I insisted him to letme drive i want to learn to drive in Mumbai traffic he said ok and while coming back I took the car out of the Parking of Mumbai Central station and we encountered a Traffic Cop few metres near the main gate From where entered,we were told that I was going the wrong way mind you we saw no sign board nor any one objected , thinking we might have made a mistake I made a u turn and he stopped us saying fine to lagega , we were a bit hesitant ki there is no traffic or anything and we were unaware of the rules and behind us one more car followed us and he stopped them too , now the intresting part starts he took my lisence and scanned our number plate , He said My Uncle's car has over 2k rupees in fine and he showed us the violations with Our cars number plate on the PEOS machine he had, so my uncle tried to talk him out of the fine saying ki bhanja naya driver hai Seekh Raha hai and all but he was reluctant and he even said ki I don't want any form of bribe u just pay the fine but you can't just pay 1 challan you have to pay 2 at a time to go so clear this and one more (we had 3 including this) and he clicked and showed us the demo too that we couldn't just pay one had to select 2 or minimum and while his was happening infront of the Mumbai Central Police station so we were believing him he even fined the other car which had 20k in fines then he gave us a different option ki pay the older two fines or I will add this Fine too in your challan history, now my uncle had never received any message or information regarding his car having a fine or anything but PEOS machine showed we had 2 outgoing ones I think one was for No Parking and other was for jumping a signal and my uncle was little puzzled but kinda believed him and was ready to pay but, fed up of all this my other uncle with us who had to go to a meeting in a hurry said ki ye fine bhi lagado aur hume Jane do we will pay online only he and convinced my uncle ki pay online said ok and clicked our car's pic and we exited through another gate , when we returned home, still my Uncle hadn't received any msg yet nor the next day Fast forward to this Sunday we were sitting and my uncle just said ki ye challan kaha dekhte hai and I went to official Mparivahan site to check challan and to my superise the Car didn't have any challan we tried on other phone and apps too but the car has no fines We were bit riddled ki how come we had no fines and that day the guy showed us 2 outgoing ones and added a wrong way one and I had checked once or twice before too but that car never had fines. Was This cop trying to scam us ? But the other car too had 20k in fines he said the same too and showed them same demo of how they had to pay 2 at once so was it a technical error ?
