Commercial vehicle(tempo) parking in society

An owner in our apartment has two commercial tempos available and parks it in society premises. We already have a very limited parking space and the two tempos hog alot of it. Are commercial vehicles allowed to be parked in society premises? Any bylaw that prohibits or allows it?
