Can't find any place to rent which allows me to keep my dog.

I am heartbroken. I cannot live without my dog, he is back at my place w my parents but they'll be arriving soon. One place I found whose owner was cool with it but apparently the other tenants had something else in mind. Are tenants allowed to do that, i mean if the owner of the building is okay with it ( its an apartment) so what the fuck people living inside their closed doors have a problem with me having a pet?  Can you guys help me out here, what do i do?
